How can I know that ?

That is easy the least cpc for content network is $0.01 USD .   according to the exchange rate today. It is ￥0.075 RMB.
But Google still charge me ￥0.08 RMB per click .So Google is using its own currency exchange rate .

So if your country’s currency is valuing against USD,you’d better use USD as your Google adswords account’s Billing currency

And I found out that lots of clicks come from such websites:

http://www.MyWebSearch.com
http://www.Aol.com
http://www.Shopzilla.com
http://www.ComCast.com
http://www.StarWare.com
http://www.BizRate.com

My script can track the conversions of the clicks from these website, and to my surprise ,the clicks from the website are at low conversions,but cost half of the advertising budget. So I decide to stop showing ads on the Google’s Search Partnres .

After serveral days,I find out the ,I am getting only half clicks after that I pause showing ads onthe Google’s Search Partners,and of couse ,my cost drop greatly,but I am getting the same amount of sales as usual, It means I have improved my ROI.

So I think people should test if Google’s search partners is good for their products.If no turn off it
